WOO launches search for new Chief Executive Officer

Global OOH body opens CEO search as Tom Goddard shifts focus and the WOO board welcomes Elizabeth McIntyre and Felipe Vianta.

The World Out of Home Organisation (WOO) has announced an immediate search for a new Chief Executive Officer to lead the day-to-day operations of the global industry body, with WOO President Tom Goddard making the announcement at the organisation’s Annual Congress in London.

Goddard revealed the search during his opening address to delegates at the Park Lane Hilton.

The search begins

The appointment is being coordinated by Jeremy Male, Chair of the WOO Nominations Committee.

The incoming CEO will take over day-to-day leadership, allowing Goddard to transition into a more ambassadorial capacity, focusing on member engagement and external advocacy as WOO expands its work across effectiveness, audience measurement, and adtech connectivity.

“We are confident this change will ensure that our marvellous Organisation will continue to flourish and grow,” Goddard said.

A pivotal year for WOO

The CEO search comes just months after Goddard penned an op-ed to the industry in which he claimed WOO was entering “its busiest and most productive year to date”.

The Annual Congress in London marks the first time the event has returned to the city since former trade body FEPE International was reconstituted and relaunched as WOO.

A major regional forum, most likely in Asia, is also planned for later in 2026.

In a note, Goddard also pointed to adtech consolidation, renewed emphasis on trust, and a discernible shift back to brand awareness as positive indicators for the medium.

He also flagged a planned WOO marketing campaign to demonstrate the unique engagement qualities of out-of-home, and called on holding-company-owned media agencies to reconsider their heavy reliance on online platforms.

“One of the key things we need to do in 2026 is persuade the big holding-company-owned media agencies that there are better uses for their money than always throwing it at the big online platforms,” Goddard wrote.

Board strengthened ahead of transition

The leadership announcement follows a recent expansion of the WOO Board.

Outdoor Media Association (OMA) Chief Executive Officer Elizabeth McIntyre and Felipe Vianta, President of the Brazilian Out-of-Home Association, were named as two new directors following the London Congress, at which Australian campaigns took three awards and a special mention for creativity and innovation.

Goddard welcomed the appointments, noting they add significant depth to the board’s international perspective.

“WOO regularly rotates its board directors, and we are very fortunate in being able to recruit such high-quality new members as Elizabeth and Felipe. The WOO board now has a truly global reach, and this will be an important strength as we move forward,” he said.

McIntyre, who joined the OMA and MOVE in April 2023, has overseen considerable growth at the industry body, including a record 60 members, the establishment of the OMA Creative Awards, and the March 2026 launch of MOVE 2.0 – a data-rich audience measurement system described as a new currency for the out-of-home sector.

She said she was honoured to join the WOO Board at a pivotal moment for the global industry.

“Out of Home is evolving faster than ever, and Australia has an important role to play in that global conversation. I’m particularly passionate about ensuring more women see a place for themselves in this industry.

“Representation matters, and I hope this appointment encourages more women to step forward, lead boldly and shape the future of Out of Home,” McIntyre said.
